The DVR provides the power. The power and DATA are transmitted on one cable, RG59, twist on BNC connectors at each end.

What is Hikvision POC?

Power over Coaxial (PoC) enables the DVR to supply power to the camera via coaxial video cable (RG59 or similar), removing the need for separate cables and power supplies to power your cameras. 

This POC camera can be used with non PoC recorders, though we recommend use with a PoC DVR to utilise the PoC benefits.
